UN Launches Global Initiative to Make AI Agents Safer and More Trustworthy



Artificial intelligence is entering a new era in which AI systems are no longer limited to answering questions or generating content. Instead, they are increasingly evolving into autonomous AI agents capable of carrying out complex tasks on behalf of users, including scheduling meetings, managing business workflows, conducting research, making purchasing decisions, and interacting with other software without constant human supervision. 

 

As these systems become more powerful and independent, concerns about trust, accountability, and security are growing rapidly. In response to these developments, the United Nations' International Telecommunication Union (ITU) has announced a major international initiative aimed at creating global standards for trustworthy AI agents, marking another important step toward responsible AI governance.

 

The initiative was officially introduced during the AI for Good Global Summit in Geneva, where government officials, technology companies, researchers, and policy experts gathered to discuss the future of artificial intelligence. According to the ITU, the new focus group will develop international recommendations that ensure AI agents remain transparent, identifiable, and subject to meaningful human oversight. 

 

Rather than allowing autonomous systems to operate without accountability, the organization wants developers to build safeguards directly into AI agents before they become widely deployed across businesses and public services.

 

Unlike traditional chatbots that respond only when prompted, AI agents are designed to complete multi-step objectives with minimal supervision. They can organize calendars, send emails, analyze documents, conduct online research, manage financial tasks, and coordinate multiple digital services simultaneously. These capabilities promise significant productivity improvements for businesses and consumers alike. 

 

However, they also introduce new risks if AI systems are allowed to make important decisions without adequate transparency or mechanisms for human intervention. The United Nations believes establishing international standards now will help reduce those risks before autonomous AI becomes deeply embedded across global industries.

 

One of the group's primary concerns is ensuring that people always know when they are interacting with an AI agent instead of another human or organization. As generative AI becomes increasingly sophisticated, distinguishing between human and machine interactions may become more difficult. 

 

The proposed standards are expected to explore methods for verifying AI identities, improving authentication, and preventing malicious actors from using autonomous systems for fraud, impersonation, misinformation, or cybercrime. Building public trust in AI will require users to clearly understand who—or what—they are communicating with during digital interactions.

 

Security is another major priority. Autonomous AI agents are expected to handle sensitive information, including financial transactions, healthcare records, legal documents, and confidential business data. Without proper safeguards, these systems could become attractive targets for cybercriminals seeking unauthorized access or attempting to manipulate AI-driven decisions. 

 

The ITU's initiative aims to establish best practices that protect user privacy while ensuring AI agents operate securely within critical sectors such as banking, healthcare, transportation, and government services.

 

The initiative also reflects the growing recognition that AI governance cannot be addressed by individual countries acting alone. AI systems operate across borders, serve global users, and are often developed through international collaboration. Because of this, inconsistent regulations could create uncertainty for businesses while leaving security gaps that malicious actors might exploit. 

 

The ITU hopes its new focus group will encourage governments, technology companies, academic institutions, and standards organizations to work together on a shared framework that supports innovation while protecting the public.

 

Technology companies are already investing heavily in AI agents capable of performing increasingly sophisticated tasks. Major developers including OpenAI, Google, Microsoft, Anthropic, Meta, and xAI have all signaled that autonomous AI assistants will become a major focus of future product development. 

 

Many industry experts believe AI agents could become as transformative as smartphones or cloud computing, fundamentally changing how businesses operate and how people interact with technology. As these systems become more capable, international standards may play a crucial role in ensuring they are deployed responsibly.

 

The United Nations' latest initiative demonstrates that the global conversation around artificial intelligence is rapidly shifting from simply building more powerful models to ensuring those models can be trusted. 

 

As AI agents become more autonomous and begin performing increasingly important tasks on behalf of individuals and organizations, transparency, accountability, and human oversight will likely become essential requirements rather than optional features. The work beginning now could help define how autonomous AI is safely integrated into everyday life for years to come.
